Promotion to full professorship was passed  by the department  at 2008, and passed by the department and the Colleges of Science at 2010.  In the latter case,  it was turned down at the university level citing the marginally deficient teaching credit hour counts despite the fact that each of the years I took the full teaching load as assigned by the department, which was at the same level as most regular members of our department faculty, and  supervised  a good number of graduate student dissertation projects (research grades from individuals 83-90%).
